Extended Producer Responsibility Authorization
Introduction
Every manufacturer, producer, consumer, bulk consumer, collection centres, dealers, e-retailer, refurbisher, dismantler, and recycler involved in the manufacture, sale, transfer, purchase, collection, storage, and processing of e-waste or electrical and electronic equipment listed in Schedule I, including their components, consumables, parts, and spares, shall be subject to the E-waste Management Rules 2016, except following
- Used lead acid batteries as defined by the Act’s Batteries (Management and Handling) Rules, 2001
- Micro enterprises as defined by the MsMe Act, 2006
- The provisions of the Atomic Energy Act of 1962 apply to radioactive wastes.
Important Definition
- Extended Producer Responsibility’ refers to any manufacturer of electrical or electronic equipment’s responsibility for e-waste channelization and environmentally sound waste treatment. Extended Producer Responsibility can include implementing a take-back system, setting up collection centres, or both, as well as having agreed-upon arrangements with a certified dismantler or recycler, either individually or collectively through a Producer Responsibility Organization.
- Extended Producer Responsibility – Authorisation’ refers to a producer’s permission from the Central Pollution Control Board to manage Extended Producer Responsibility with the implementation plans and targets outlined in such authorisation, including details of Producer Responsibility Organization or Authorised Recycler and e-waste exchange, if applicable.

- Importer
- Manufacturer
- Dealer
Non-Applicability of EPR Authorization under E-waste Management Rules 2016,
- Electrical and electronic appliance including their parts not listed in schedule I
- Import of Electrical and electronic appliance for EPR Authorized Producer.
- Import of spares (Old/new) by actual user from OEM for the purpose of warranty replacement.
- If Bulk consumer is importing items for captive use
