Battery Waste Management
Introduction
As per the Battery Waste Management Rules, It shall be the obligation of a manufacturer, importer, assembler, and re-conditioner to guarantee that used batteries are collected back as per the timetable against new batteries sold, excluding those sold to original equipment manufacturer and bulk consumer(s).”
1. Responsibility ofManufacturers, Importers, Assemblers and Re-conditioners
- Ensure that used batteries (of similar type and specification) are collected in accordance with the Schedule when new batteries are sold (90 percent of new batteries sold), excepting those sold to original equipment manufacturers and Bulk Consumers (s).
- To establish collection centres at various locations, either individually or cooperatively, for the collecting of used batteries from consumers or dealers, while ensuring that no environmental damage happens during transportation (Assemblers and Re-conditioners are excluded from this responsibility).
- Ascertain that discarded batteries are only shipped to registered recyclers.
- Create public awareness about the dangers of lead, consumer responsibility, and the names and locations of dealers and designated collection centres through commercials, magazines, and posters, among other methods.
- Every year, by June 30th and December 31st, file half-yearly returns in Form-I with the Concerned State Pollution Control Board (SPCB)/Pollution Control Committee (PCC)
- Ensure that fresh batteries are only sold to registered dealers and that the batteries are labelled with the international recycling symbol (Assemblers & Re-conditioners are excluded from this responsibility).
2. Importers
- Every importer must submit Form II to the Central Pollution Control Board (CPCB) to obtain clearance.
- They must be registered with the Reserve Bank of India (RBI).
- importer must submit Undertaking in Form-III to Concerned State Pollution Control Board (SPCB)/Pollution Control Committee (PCC)
3. Dealers
- Every Dealer must obtain authorization from Concerned State Pollution Control Board (SPCB)/Pollution Control Committee (PCC)
- They must ensure that used batteries (of similar type and specification) are collected in accordance with the schedule when new batteries are sold (90 percent of new batteries sold).
- They must ensure that collected batteries are transported safely to approved collection centres or registered recyclers, as well as that no environmental damage is made during storage and transportation of used batteries.
- File half yearly return on time to manufacturer
