Introduction
As per the Central Pollution Control Board(CPCB) guidelines and provision of Water Act 1974 and Air Act 1981, Industry need Consent to Establish/Consent for Establish (CTE/CFE) before construction of factory or installation of machinery in existing factory Central Pollution Control Board (CPCB) has designated State Pollution Control Board(SPCB) or Pollution Control Committee(PCC) to monitor and regulate industries located in their jurisdiction.
Classification of Industries
1. White Industrial Sectors having Pollution Index score incl.&upto 20
2. Green- industrial Sectors having Pollution Index score of 21 to 40
3. Orange-industrial Sectors having Pollution Index score of 41 to 59
4. Red- Industrial Sectors having Pollution Index score of 60 and above

Procedure for Registration of Consent to Establish(CTE)/Consent for Establish(CFE)
- Create user id and Password- It is an online procedure in which the applicant creates a user id and password after providing some basic information such as their name, phone number, and email address.
- Document verification- Create a user id and password, then organise the papers according to the checklist and save them as pdf and jpg files..
- Application- Fill out the application with the required information, such as water, air, product, and raw material information, among other things.
- Payment- After you’ve submitted your application, you’ll need to pay the government fee, which is based on an investment that has been certified by a chartered accountant.
- Verification- Following the submission of your application, officials from the State Pollution Control Board (SPCB)/Pollution Control Committee (PCC) evaluate your information and, if any flaws are discovered, they are returned back for revision, or if everything is in order, they are sent for Action Taken Report (ATR).
- Modification- After receiving a request for modification, make the changes within the timeframe set by the State Pollution Control Board (SPCB)/Pollution Control Committee (PCC)
- Action taken Report (ATR)- A report on the actions taken will be prepared by a Junior Environmental Engineer (JEE) and sent to a meeting or approval, depending on the situation.
- Approved- The Regional Officer will approve the application either directly or after a meeting, depending on the case.
